Based in ADGM, Abu Dhabi’s leading International Finance Centre, the Global Climate Finance Centre (GCFC), is a COP28 legacy initiative focused on fostering innovation, convening stakeholders and providing capacity building for financial actors globally.
GCFC was announced during the UN Conference of the Parties (COP28) in the UAE, and is a collaborative initiative between ADGM, ADQ, BlackRock, CIFF, GFANZ, HSBC, Masdar, NinetyOne and World Bank.
Serving as a lasting outcome from COP28, this independent hub in Abu Dhabi, will continue to support the scale-up of well-functioning, aligned green finance markets to drive the growth of climate finance.

Located in the city’s International Financial Centre, ADGM, the GCFC will benefit from ADGM’s regulatory system, its progressive sustainable finance framework and familiar legal framework that provides trust, transparency, and accountability.
The GCFC builds on an existing established platform through initiatives such as the Sustainable Finance Working Group (SFWG), and the Abu Dhabi Sustainable Finance Declaration which has been signed by more than 100 entities in the region. Banking partners who have established a presence in Abu Dhabi include the World Bank and, the Asian Infrastructure Investment Bank (AIIB).
Through three core functions, the GCFC will provide practical support to catalyse international investment into low and zero carbon solutions, through generating best-practice recommendations and innovations, fostering collaboration and building capacity in regional financial institutions to scale green capital markets activity and help to establish a global climate finance hub in Abu Dhabi.

Providing best practice policy and regulatory design, recommendations and solutions to establish and align frameworks across borders, unlocking opportunities and creating an enabling environment for green investment to flow, supported by decision-relevant research, data analysis.
Advisory & Stakeholder Engagement
Convening private and public stakeholders facing impediments to investment, to develop targeted recommendations and actions required to deploy funds, to help attract investment and incentivise the creation of strong pipelines of investment opportunities.
Climate Finance Academy
Developing strong sustainable and climate finance knowledge through tailored capacity building, training courses and accredited programmes, that cultivate and disseminate regional and international expertise and best-practice standards. Establishing a strong knowledge basis on the back of Abu Dhabi’s experience on green finance markets, opening up opportunities to work with other jurisdictions on tailored, compatible financial frameworks.
